Where did A Doggie-Dog World come from?

In the first season of Modern Family, Jay and Gloria get into a fight about her English.

Jay: "Last night you said, 'We live in a doggy-dog world'...It's a dog-eat-dog world."

Gloria: "That doesn't make any sense. Who wants to live in a world where dogs eat each other? 'Doggy-dog world' is a a beautiful world filled with little puppies!"
